A selection-cum-search panel headed by Union Health Secretary Rajesh Bhushan has shortlisted three names for the post of AIIMS director which will be placed before the Institute Body, the top decision-making body of the institute, on March 29.

Once approved by the Institute Body, the names will be sent to the Appoints Committee of the Cabinet (ACC), headed by the prime minister, for final assent.

The three names shortlisted are Dr Nikhil Tandon, head of the department of endocrinology at AIIMS, Dr Rajesh Malhotra, chief of AIIMS Trauma Centre and the head of the department of orthopaedics and Dr Pramod Garg, a professor in the gastroenterology department at the institute.

Apart from Rajesh Bhushan, the four-member search-cum-selection committee tasked with shortlisting names for the AIIMS director's post include Secretary of Department of Biotechnology Rajesh S Gokhale, Principal Scientific Advisor to the government K Vijay Raghavan, and Delhi University vice-chancellor Yogesh Singh.

They held a meeting on Tuesday and shortlisted three names. "These three names will now be placed before the Institute Body of AIIMS on March 29 for approval before being sent to the ACC headed by the prime minister for final approval," said an official source.

The tenure of New Delhi AIIMS director Dr Randeep Guleria, which was set to end on March 24, was extended by three months. He was appointed to the post on March 28, 2017. "He will complete his tenure on 24.03.2022. President, AIIMS, is pleased to extend his tenure with effect from March 25, 2022, by three months or by the time a new director is appointed, whichever is earlier," an office memorandum by the hospital on March 22 said.

Around 32 candidates had applied for the post of director of the All India Institute of Medical Sciences (AIIMS) in New Delhi. They included 13 doctors from AIIMS as well as ICMR Director General Balram Bhargava.

Noida, (PTI) A portion of a housing society’s boundary wall collapsed here on Tuesday morning, killing four people and injuring eight, police said. All 12 who had been buried under the rubble at Jal Vayu Vihar in Sector 21 around 10 am were labourers.

Multiple JCBs were deployed to clear the debris of the collapsed stretch of wall that was located adjacent to a drain, officials said as police and fire department personnel swing into action for immediate rescue and relief measures.

 “A total of 12 labourers were pulled out of the rubble. Four of them died while others suffered injuries in the episode,” Additional Deputy Commissioner of Police (Noida) Ashutosh Dwivedi told PTI.

Police Commissioner Alok Singh, Joint Commissioner Love Kumar and Noida Authority CEO Ritu Maheshwari were among those who reached the spot.

 Fire Service officials, including its chief Arun Kumar Singh, were also there to oversee relief measures officials said. 

 New Delhi, Sep 20 (PTI) Union Aviation Minister Jyotiraditya Scindia on Tuesday said he will look into the allegations that Punjab Chief Minister Bhagwant Mann was deplaned from a Delhi-bound flight at the Frankfurt airport as he was “drunk”.

The minister asserted that it was important to verify the facts.

Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal on Monday alleged that Mann was deplaned from a Lufthansa flight at the Frankfurt airport because he was in an inebriated state.

Congress leader Partap Singh Bajwa sought an inquiry into the matter and shot off a letter to Scindia.

“This was an incident on international soil. We will have to make sure that we verify the facts. It is up to Lufthansa airline to provide the data. Based on the request that has been sent to me, I will certainly look into it,” Scindia told reporters on the sidelines of an event.

The Aam Aadmi Party (AAP) has dismissed the Opposition’s charge as baseless and bogus.

"Loss and damage" due to climate change will be a major topic for discussion at the 27th Conference of Parties to the UNFCCC in Egypt in November, Union Environment Minister Bhupender Yadav said on Tuesday.

Addressing an event organised by the Federation of Indian Chambers of Commerce & Industry here, he said the maximum impact of the climate crisis is being borne by the countries which have no role in global warming.

"Loss and damage will be a major topic for discussion at COP27 at Sharm El Sheikh in Egypt in November this year," he said.  The social and financial impacts of climate change that cannot be avoided are referred to as 'loss and damage'.

According to the World Resources Institute (WRI), "loss and damage" is a term used in UN climate negotiations to refer to the consequences of climate change that go beyond what people can adapt to, or when options exist but a community doesn't have the resources to access or utilise them.

Loss and damage are generally understood to result from both extreme weather events like cyclones, droughts and heatwaves, and slow-onset changes - such as sea level rise, desertification, glacial retreat, land degradation, ocean acidification and salinization. In some cases, damages may permanently alter some places; for example, rising seas encroaching on low-lying islands, or drought shrinking freshwater resources and turning once-productive farmland into barren land.

Yadav said India is one the few countries which have achieved the target set under the Paris Agreement with regard to increasing the use of non-fossil fuels.

"We have achieved our target nine years before schedule," he said.

India had committed to achieving 40% of its installed electricity capacity from non-fossil energy sources by 2030. The country has achieved this target in NovembeThe minister said India has updated its nationally determined contributions in keeping with the promises made by Prime Minister Narendra Modi at COP26 in Glasgow.

According to the updated NDC, India now stands committed to reducing emissions intensity of its GDP by 45% by 2030, from 2005 level, and achieving about 50% cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030.

To further a healthy and sustainable lifestyle, 'LIFE' - 'Lifestyle for Environment' as a key to combating climate change" has been added to India's NDC.

"We are not against consumption, but it should be mindful, not mindless utilisation -- not only with respect to energy but also the utilisation of land and biodiversity. We need to maintain an ecological balance," he said.

India updated its NDCs because it does not want to be part of the problem but the solution, Yadav said.

He said that the developed countries, which have 17% of the world's population, account for 60% of the global carbon emissions.

"Whereas, India is home to 17% of the world's population and is responsible for only 4% of the global carbon emissions. This is because of our sustainable lifestyle," Yadav said.r 2021 itself.

 NEW DELHI: The BJP Tuesday claimed that a person close to Delhi Chief Minister Arvind Kejriwal was awarded liquor contract under his government’s now-withdrawn liquor policy, as it launched a fresh attack on AAP supremo over the excise row.

During a press conference, BJP spokesperson Gaurav Bhatia showed a picture of one Karamjeet Singh Lamba with Kejriwal and AAP MLA Saurabh Bhardwaj, and said Lamba was not only a partner in Universal Distributors that was awarded liquor contract but he also contested local body polls on AAP ticket.

''Arvind Kejriwal gave a liquor contract to Aam Aadmi Party's candidate Karamjeet Singh Lamba ignoring all the rules,'' Bhatia said, adding that there was no transparency and only motive was ''corruption''.

Kejriwal should explain why his government distributed ''revdi'' (freebies) of corruption to people close to him and his party, he said.

''Delhi government flouted rules and did not maintain transparency in awarding the liquor contracts,'' Bhatia alleged.

There was no immediate reaction from Lamba.

The ruling AAP in Delhi has asserted that the allegations of corruption in framing the excise policy, now being probed by the CBI, was the BJP's political vendetta as it was ''rattled'' by Kejriwal and his party's political rise.

Universal Distributors, Bhatia added, was also one of the major beneficiaries of the AAP government's decision to allegedly withdraw Rs 144 crore due to liquor traders. Its share was Rs 66 crore, he said.

The BJP will continue to expose Kejriwal's corruption, Bhatia said, labelling the chief minister as ''kattar beimaan''. Speaking at the same press conference, BJP's Delhi unit president Adesh Gupta said with the latest revelation it has become clear what was the purpose of liquor policy.

''The commission to retailers was increased in the new policy so that Kejriwal can get half the commission,'' Gupta said. He also dubbed Kejriwal's ride in an auto in Gujarat as a drama and a political gimmick.

''Arvind Kejriwal goes to Gujarat for campaigning by charter plane and gets down, and then sits in auto, just for a show and a political gimmick,'' Gupta said.

 New Delhi, (PTI) The minimum temperature in Delhi on Tuesday settled at 24.6 degrees Celsius and the weather office has forecast cloudy skies with light rain or drizzle later in the day.

The relative humidity at 8:30 am was recorded at 93 per cent, as per data shared by the India Meteorological Department (IMD). From 8:30 am on Monday to 8:30 am on Tuesday, the city received 6.5 mm of rainfall.

The India Meteorological Department (IMD) has forecast generally cloudy skies with light rain later in the day. The maximum temperature is expected to settle around 33 degrees Celsius.

The minimum and maximum temperatures on Wednesday are likely to settle at 24 degrees Celsius and 32 degrees Celsius respectively, according to the IMD forecast.

Delhi’s air quality index (AQI) was recorded in the ‘moderate’ (158) category around 9:15 am, Central Pollution Control Board data showed.

An AQI between zero and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’. PTI

A mid a row over a Vedanta-Foxconn multi-billion project going to Gujarat, the Maharashtra government has after a review cleared 181 plots sanctioned by the previous Maha Vikas Aghadi (MVA) government for industrial projects.

The Eknath Shinde-led state government had asked the industry department to review 191 plots of the Maharashtra Industrial Development Corporation (MIDC) which were sanctioned by the previous Uddhav Thackeray-led MVA government after June 1 this year. Out of these, 181 plots have been cleared and the remaining 10 are under review and a decision will be taken soon, a senior official said on Tuesday.

The CM on Saturday said the government has not given a stay on the allotment of industrial plots in the state. ''No such decision about a stay on the allotment of plots to industry has been taken. A review has been taken. The government is committed to take maximum service to the investors coming here,” he had said in Aurangabad.

 Prime Minister Narendra Modi will today virtually inaugurate the National Mayors Conference to be held in Gujarat capital Gandhinagar.

In a tweet, Mr Modi said, with growing urbanization, it is important that we view it as an opportunity and work together towards building modern, futuristic cities.

As many as 121 mayors and deputy mayors of BJP-ruled urban local bodies across the country will participate in the two-day event, which is being organised by the party’s ‘sushasan (good governance) cell.

BJP national president JP Nadda will also attend the inaugural ceremony.

 New Delhi, (PTI) The Enforcement Directorate on Monday recorded the statement of Karnataka Congress president D K Shivakumar for about six hours in connection with a second money laundering case being probed against him.

The 60-year-old Congress leader said the agency asked him about payments made by him and his brother to Young Indian, the owner company of Congress promoted newspaper National Herald.

Congress President Sonia Gandhi and her MP son Rahul Gandhi, apart from some other Congress leaders, have been questioned by the ED over the last few months in the National Herald money laundering case.

Shivakumar reached the federal agency’s office at A P J Abdul Kalam Road in central Delhi around 12 noon and was seen entering the office after getting a pass made from the front office.  Shivakumar, who was accompanied by a group of about four people, stepped out for lunch during lunch break and re-joined the session. He left after about six hours of questioning.  While exiting the ED office in evening, he told the media that he has been charge-sheeted by the agency in one money laundering case but he does not know what is the money laundering in this case that is allegedly linked to a disproportionate assets case, first investigated by the CBI.

“Surprisingly, they (ED officials) have asked me about the payment from one of my trust, from me and my brother, to Young Indian,” he told reporters.

He said he sought more time from the agency to furnish details about his assets and liabilities to them. The former Karnataka minister said he believed in the “law system” and knew that he will get justice.

“I have faith in the judicial system of India. One day I will be proven innocent of all charges. The political vendetta and harassment against me is the price I am paying for speaking up for the people of Karnataka, for speaking about issues such as unemployment and price rise,” he later tweeted.

The agency had issued him summons last week in the second money laundering case after taking cognisance of a 2020 CBI case linked to the alleged possession of disproportionate assets.    The CBI case was filed against Shivakumar and his family members on the allegations of possession of disproportionate assets worth Rs 74.93 crore.

The Congress leader, after receiving the latest ED summons, had said he was not aware of the case for which he had been asked to appear before the agency.

“In the midst of the #BharatJodoYatra and the Assembly session, they have again issued me an ED summons to appear. I am ready to cooperate but the timing of this summon and the harassment I am put through, is coming in the way of discharging my constitutional and political duties,” Shivakumar tweeted on September 15.

On September 3, 2019, the ED had arrested Shivakumar in another money laundering case and the Delhi High Court granted him bail in October that year.

In May this year, the agency filed a charge sheet against him and some others linked to him in the case. It was registered after taking cognisance of a charge sheet (prosecution complaint) filed by the Income Tax Department against them in 2018 before a special court in Bengaluru on charges of alleged tax evasion and hawala transactions worth crores of rupees.

The I-T department has accused Shivakumar and his alleged associates of transporting huge amounts of unaccounted cash on a regular basis through ‘hawala’ channels with the help of three other accused.

The former Karnataka cabinet minister played an instrumental role in ensuring the safe stay of Gujarat Congress MLAs in a Karnataka resort during the Rajya Sabha polls in 2017 amid allegations that the BJP was trying to poach them.

Congress president Sonia Gandhi’s political secretary, the late Ahmed Patel, had fought the Rajya Sabha election from Gujarat in 2017 and Shivakumar had hosted 44 Gujarat Congress MLAs at the resort to keep the flock together.

A forensic team on Monday collected samples from the site of a school building where a crude bomb exploded in West Bengal’s Titagarh, officials said.''We have collected some samples and those would be sent to the lab,'' an official of the team told reporters.Four persons were arrested in connection with the blast on Sunday.The crude bomb exploded on the roof of the school building on Saturday when classes were in progress.There was no casualty in the incident, as students and teachers were in rooms located on the first two floors of the three-storeyed building, police had said.The BJP has demanded 

a National Investigation Agency (NIA) probe into the explosion.
